This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of 3330 Harvester Road, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.

Position Overview:

Reporting to the Project Manager, Urban Forest Planning, this position is responsible for reviewing, processing and preparing urban forestry related responses on various types of development applications, urban forestry plans, and administering various types of development agreements, ensuring compliance with conditions of approval and monitoring and inspecting commercial, industrial, multi-residential development and entrance installations for condition compliance.

Responsibilities

·  Review, prepare, and follow up on conditions and as-constructed drawings for development applications, including official plan amendments, rezoning, subdivisions, site plans, parkway belt regulations, condominium “H” removal and part-lot control, committee of adjustment, land division, and Niagara Escarpment Development Permits, with a focus on urban forestry requirements such as tree and woodland preservation, removal, and replacement.

·   Ensure the protection and ongoing health of trees, woodlands, and vegetation before, during, and after construction through the warranty period; attend pre-construction and site meetings to coordinate logistics.

·   Participate in interim and final site inspections to identify deficiencies (e.g., tree protection fencing and site conditions), follow up to achieve compliance, and carry out ongoing compliance inspections; reject substandard work when necessary.

·   Collaborate with internal staff on the review and approval of site-specific hardscape planting details, including structural soil cells, continuous soil trenches, and open tree planters or raised bed systems.

·   Investigate and respond to complaints, compliance requests, and inquiries from elected officials, solicitors, developers, builders, staff, and the public.

·   Administer development agreements using the corporate AMANDA and financial systems, including issuing tree removal permits on public property, collecting fees and urban forestry securities, and inspecting works.

·   Release or reduce performance and urban forestry securities and advise the Finance Department on required actions.

·   Participate in weekly site plan committee meetings and liaise with internal departments and applicants throughout the development review process.

·   Prepare correspondence and reports for committee and council.

Requirements:

The successful applicant must be a graduate of Urban Forestry, Forestry, Environmental Science, Landscape Architecture, or related field from an accredited University or College and ideally hold membership in the Ontario Association of Landscape Architects. ISA Certified Arborist designation is required.

Additionally, this role requires at least three (3) years of related work experience, ideally in a municipal setting. A strong sense of urgency, attention to detail and customer service skills are required.

This position will require occasional travel between sites and/or City facilities and must provide own transportation.

Salary Range: $73,438 – $91,798 (4s)
