This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of 3330 Harvester Road, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.
Position Overview:
Reporting to the Manager, Urban Forestry, this role contributes to the development review process by preparing Urban Forestry conditions of approval for subdivision plans, site plans, rezonings, and Official Plan amendments. The position also represents forestry interests at City Council and the Ontario Land Tribunal.
Responsibilities
· Manages the day-to-day operation of the technical staff team including assigning work, recruitment, training, and professional development.
· Oversee accuracy of technical comments, approval conditions, and legal agreement schedules. Reviews prior to release to other departments, agencies or public.
· Provides input and guidance on development applications, and the completion of assignments and agreement preparations.
· Reviews technical reports such as Environmental Impact Assessments and Environmental Impact Studies/Reports, Forest Management Plans, Arborist reports, preservation plans, replacement plans.
· Review, prepare, and clear conditions related to development and as-constructed drawings for development applications, including official plan amendments, rezoning, subdivisions, site plans, parkway belt regulations, condominium “H” removal and part-lot control, committee of adjustment, land division, and Niagara Escarpment Development Permits, with a focus on urban forestry requirements such as tree and woodland preservation, removal, and replacement.
· Ensure the protection and ongoing health of trees, woodlands, and vegetation before, during, and after construction through the warranty period; attend pre-construction and site meetings to coordinate logistics with a focus predominantly on development projects.
· Participate in corporate working groups, as a subject matter expert for urban forestry, construction, and development related matters
· Provides on-site field inspections of reviewed and approved projects as required.
· Act as a liaison between the public, elected officials, developers, committees, groups, other departments and outside agencies to provide final decisions and develop mutual solutions.
· Attend public meetings and meetings of the City’s Committee of the Whole and Council
· Appears before the Ontario Lands Tribunal to give expert evidence on the City’s behalf for development application appeals.
· Duties and responsibilities are inclusive but not limited to the above.
Requirements:
Completion of an undergraduate degree in Urban Forestry, Forestry, Landscape Architecture, Environmental Planning, or related field. ISA Certified arborist designation and full membership with seal of the OALA is required. RPF and RPP designations are considered assets.
Successful candidates will possess 4-7 years experience in a project management role working with development review. Strong time management, leadership, communication, and interpersonal skills are required to oversee staff and work with stakeholders on time sensitive matters.
This position may require occasional work outside of regular working hours. It may also require travel between sites and/or City facilities and must provide own transportation.
Salary Range: $101,881 – $127,351 (Grade J – Under Review)
