Position Overview
The Forestry Inventory and Woodland Program Coordinator is responsible for coordinating the stewardship of the City’s urban forest inventory and municipal woodlands by ensuring the accuracy of forestry asset data, supporting woodland planning and management, and coordination and implementation of related projects and advisory services. The role integrates data, field assessments, and professional expertise to support sustainable urban forest practices, regulatory compliance, and informed decision-making that advances the long-term health and resilience of the urban forest.
Responsibilities
Urban Forest Inventory Management:
- Manage, maintain, and update GIS-based urban forest inventory databases, maps, dashboards, and datasets for forestry assets and invasive species, ensuring compliance with corporate data governance and quality standards.
- Maintain comprehensive inventories of municipal street trees, woodlands, and natural heritage areas, including species, size, condition, canopy cover, and related attributes.
- Conduct field visits and assessments to verify the accuracy and completeness of forestry asset data and update the urban forest inventory accordingly.
- Monitor and analyze urban forest health, growth, mortality, risks, and trends to support planning, risk management, and operational decision-making.
- Coordinate Light Detection and Ranging (LiDAR) surveys and tree assessments with external agencies, consultants, and contractors, ensuring data quality and compliance with municipal and industry best practices.
- Coordinate monthly reconciliation of urban forest inventory data between the cloud-based inventory system (system of record) and the City’s enterprise GIS database (SDE), ensuring alignment with corporate data standards.
Woodland Planning, Management & Implementation:
- Lead the development, implementation, and periodic updating of municipal woodland management plans in accordance with the Woodland Management Strategy.
- Manage municipal woodlands in compliance with applicable policies, by-laws, regulations, and industry best practices.
- Assess woodland conditions and identify appropriate management, restoration, mitigation, and enhancement measures.
- Monitor ecological health, tree condition, invasive species, and key ecological indicators to inform management decisions and long-term planning.
- Coordinate sustainable forestry, restoration, and habitat enhancement initiatives that support ecosystem resilience and biodiversity.
- Review ecological assessments, forest inventories, and arboricultural reports, and recommend management actions to support regulatory compliance and long-term sustainability.
Project and Program Coordination and Delivery:
- Plan, monitor, and report on woodland programs and projects, including preparation of annual work plans, budgets, schedules, and status reports.
- Coordinate and deliver woodland capital and operational projects from initiation through completion.
- Prepare scopes of work, technical specifications, cost estimates, and procurement documentation for woodland-related projects.
- Coordinate consultants, contractors, and internal staff to ensure effective, timely and compliant project delivery.
- Oversee and inspect field operations to ensure work is completed in accordance with contracts, approved plans, and municipal standards.
- Track and evaluate project schedules, budgets, deliverables, and performance, and identify opportunities to improve service delivery, operational efficiency, and environmental outcomes.
Regulatory Compliance, Policy & Advisory Services:
- Provide technical advice and recommendations related to woodland protection, tree preservation, and environmental compliance.
- Review development applications and capital infrastructure projects to assess impacts on woodlands and urban forest assets.
- Prepare written technical comments, conditions, and reports to support approvals, decision-making, and regulatory processes.
- Contribute to the development, implementation, and continuous improvement of forestry-related policies, guidelines, and procedures.
- Ensure development applications comply with municipal by-laws, conservation authority requirements, and applicable provincial legislation.
People Leadership
- Assess staffing needs and provides input concerning selection of staff.
- Coordinate work activities for Forestry Operations staff as required to assist with program needs.
- Ensure recognized arboriculture practices are carried out by forestry staff and contractors.
- Establish project priorities for contractors and consultants, review project phases, ensure expedition of work, and achievement of scheduling objectives.
Stakeholder Engagement & Public Education:
- Liaise with residents, community groups, conservation partners, consultants, and external agencies on woodland and urban forestry matters.
- Respond to public, Council, and internal inquiries related to woodland management, tree removals, and restoration activities.
- Prepare reports, briefing notes, correspondence, and presentations for senior management, committees, and Council.
- Participate in public meetings, site visits, and consultations to explain technical issues, findings, and recommended actions.
- Support public education, outreach, and stewardship initiatives related to woodlands and urban forestry, aligned with municipal sustainability objectives.
Other Duties
- Perform other related tasks and projects as assigned, which are in accordance with job responsibilities or necessary department and corporate objectives.
- Responsible for ensuring compliance with the Occupational Health and Safety Act and Regulations and the Corporate Health and Safety policy and related procedures.
- Responsible for ensuring compliance with the Accessibility for Ontarians Disability Act (AODA) and related policy and procedures.
Qualifications and Experience
- Two (2) year post-secondary diploma in Forestry, Urban Forestry, Arboriculture, Environmental Technology, Environmental Science, Natural Resources, or a closely related discipline.
- A minimum of five (5) years of progressive experience in urban forestry, arboriculture, woodland management, environmental management, or related municipal or consulting environments, including experience with field assessments, forestry data collection, or natural asset management.
- ISA Certified Arborist designation, with Tree Risk Assessment Qualification (TRAQ).
- Registered Professional Forester (RPF) designation or eligibility for registration.
- GIS certificate or formal GIS training, with experience working in enterprise GIS environments.
- Demonstrated knowledge of urban forestry and woodland management principles, including tree health, risk, invasive species, and ecological monitoring.
- Experience working with GIS-based inventory systems, spatial data, or asset management databases.
- Ability to conduct field assessments, verify data accuracy, and interpret forestry and ecological information.
- Understanding of municipal by-laws, development review processes, and environmental regulations related to trees and woodlands.
- Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple priorities.
- Effective written and verbal communication skills to support technical reporting, stakeholder engagement, and advisory services.
- Ability to work independently and collaboratively in both office and field environments.
- Knowledge of, and demonstrated ability in, the City’s core competencies and relevant functional competencies.
- Ability to work outside normal business hours, as required.
- Valid Ontario ‘G’ driver’s license in good standing with access to a reliable vehicle for corporate use.
- The position works in a combination of a standard office environment and outdoor field settings, including woodlands, parks, streetscapes, and project sites, with exposure to varying weather conditions. Involves regular interaction with internal staff, consultants, contractors, regulatory agencies, community groups, and the public.
